Help Me Formulate An SPF Scalp Protector + Dry Shampoo!

Kia Ora! I'm Georgie, the sole proprietor of sunshineco., and my aim is to develop an SPF certified dry shampoo!
If you're like me, then you have a tendancy of getting a burnt scalp during the Summer months. I'm not only tired of this but worried as approximately 13% of skin cancers are found on the scalp, with 3-5% being melanomas. This is why your scalp is such an important part of your body to protect, especially from the harsh New Zealand sun. I noticed that many people, like myself, are neglecting their scalp & hair sun protection needs while enjoying outdoor activities.
Whilst there are some SPF scalp products on the market, they can leave your hair with a greasy residue. This sparked my vision to develop a hair care product that combines the convenience of dry shampoo with the sun protection benefits of SPF. My SPF dry shampoo will be designed to protect the scalp & hair from the harmful effects of UV radiation while leaving the hair refreshed and non-greasy, so you can avoid getting hat hair!
Ingredients will be non-harmful including zinc oxide and titanium oxide and have a certfied SPF of 30+. The product itself will come in an 150ml re-fillable recycable tin, to minimize waste, along with a powder brush for application.
The money raised will go towards research and formulation of the base formulation, sample and testing cycles, final formulation and stability testing which I have been given an initial quote of $10,000. Once developed the formulation will need to undergo 2-3 rounds of SPF testing costing a total of 1100 euros (approx $2002 NZD) per round of testing, to adhere to New Zealand and Australian regulations.
By raising this money I will be able to get my business off the ground by formulating a well developed, researched and certified product, that will help a great cause.
